


Urban planners who rely on these trip generation rates to design the transportation system are planning cities for cars, not people. According to Robert Dunphy of the Urban Land Institute, "Local codes typically are based on either someone else's requirements or on the Institute of Transportation Engineers parking data." In this chapter, the author explores two strategies-copy other cities, and consult ITE data-and the problems they cause.

In this chapter, the author have asked many professors of urban planning if their departments offer any instruction on how planners set parking requirements, and the answer is always no. This chapter shows that urban planners do not conduct site-specific analyses to establish parking requirements.
